It's based on OpenQuest, and so it's pretty rules light. However, the rules originally were designed for First Age campaigns (though for obvious legal reasons the author inserted a Middle-earth-like setting in place of Tolkien's). Hence it would require a bit or work (not much) to run in the Third Age.
